It said the refusal by health authorities to transport patients to hospital because of lack of PPE constituted a violation of a person's right to health care.
"[T]he department must be held accountable for this gross violation," the DA said.
Health MEC Dr Phophi Ramathuba has taken exception to the DA's claims of a shortage of PPE "which they know is false".
"We sit with their provincial leadership in meetings and brief them about issues, including PPE, and they are satisfied."
Ramathuba was adamant there was no shortage of PPE in the province.
Trade unions would have been the first to raise the issue because they cannot leave their members vulnerable, she said.
She said the circumstances surrounding Venter's death and the hospital's conduct would be investigated.
"In the DA, there is no protocol for communication. Everyone just issues statements," Ramathuba said.
Venter's relatives told News24 they were still too traumatised to comment.
